Subsidy guidance for heat pump installations
Poland's Czyste Powietrze programme provides co-financing for residential heating improvements, including heat pump installations. This page explains how the programme works and how we assist with the application process.

What the programme covers
Czyste Powietrze offers partial co-financing for the replacement of old, high-emission heat sources in existing single-family homes with cleaner alternatives, including air-source and ground-source heat pumps. The programme also allows funding for complementary measures such as insulation improvements and window replacement when undertaken alongside the heating upgrade.
Eligible costs include the heat pump unit itself, installation labour, adaptation of the heating distribution system, and in some cases, hot water storage. The specific list of eligible costs is defined in the current programme rules.
Benefit tiers and income thresholds
The programme applies three benefit tiers. The basic tier is available to all applicants whose annual household income per person does not exceed the threshold defined in the current programme edition. The enhanced and highest tiers apply to lower-income households and carry higher subsidy rates and absolute funding limits.
Income is calculated based on the most recent tax return or relevant social benefit documentation. We help you identify which tier is likely to apply and what documentation you will need to gather.
The application process
Applications are submitted through the GovTech portal at czystepowietrze.gov.pl or in person at the relevant regional fund (WFOŚiGW). The applicant must submit before work begins in most cases, or within the timeframe specified in the current programme rules.
The application requires documentation including proof of ownership, identification, income documentation, and a description of the planned works. After approval, installation proceeds, and then a completion report with invoices and technical documentation is submitted to release the funding.
How we assist with the paperwork
We help you identify the correct benefit tier, compile the technical specification of the planned installation in the format required by the programme, and prepare the documentation that describes the work we will carry out. We are familiar with what the regional fund reviewers typically look for in heat pump applications.
We do not act as a formal intermediary or agent in the legal sense. The application remains your responsibility to submit, and the funding decision rests with the fund. Our role is to ensure the technical documentation is complete, accurate, and in the correct format.
Ground-source vs air-source: subsidy implications
Both air-source and ground-source heat pumps are eligible under Czyste Powietrze. Ground-source systems typically have higher installation costs and therefore higher eligible cost ceilings, but the subsidy rate (as a percentage) is the same. The choice between the two should be driven by what is technically appropriate for the property, not by subsidy optimisation alone.
We make this clear during the assessment process. If a property is suitable for ground-source but air-source would also work well, we present both options with their respective cost and subsidy implications so you can make an informed decision.
